It demands scientific evidence, not consensus. Because right now, they can do whatever they want with zero justification. This bill would force them to back up what they plan to do—or might do down the road. For example, there’s no "scientific evidence" for social distancing. Under this bill, they wouldn’t have been able to push it.
I agree with you, Sen Lenney, that if scientific evidence were truthfully presented and shared, this bill could have prevented abuses. And I 100% agree that this bill is a crucial first step in protecting our medical rights and bodily autonomy.
In my view, the best approach is for health boards to do their best scientific research and provide advice, free of any financial influence or outside pressure. Individuals also must do their own research. In NO case should a health board be able to mandate or coerce in any way medical treatments or related behaviors. Their role should be advisory only.
Unfortunately, much of what was accepted as "science" -- such as social distancing during COVID -- was just made up stuff that was accepted as science. Just as the mantra "safe and effective" hasn't been true science for decades. All this, however, was "accepted as science" and is still being refuted years later. During COVID (and before), many fraudulent studies were accepted as scientific evidence. And, to be honest, new technologies can turn science on its ear. For example, microscopes, pathology procedures, and medical imaging enabled modern scientific discoveries that had to wait for those tools.
Many health districts rely on and cite "the science" from fraudulent studies, "experts" (some actually brainwashed), government entities such the FDA, CDC, NIH, medical boards, medical associations, and others. But they have been captured by money and power interests that stomp science into smithereens. It's a huge scandal that we're only starting to unravel. Too much to cover in one Substack reply ;-)
Science has been suppressed for centuries, really, and is never 100% settled. New discoveries reveal previous "scientific" beliefs to be dead wrong (think ulcer causes, lobotomies, leeching, and so much more).

OK, sorry this is so long, but it isn't easy to condense five years of intensive research on science and people I used to believe into one short note.
Who determines what is essential? Limiting power of unelected agencies should be very specific and good on you to bring this forward. No medical actions should be forced upon citizens... Period.
Right now, nobody determines anything, they can do "all things."
This simply knocks them down a peg and says: they can "undertake only those actions that are necessary and reasonable for preserving and protecting public health and preventive health as supported by scientific evidence."
Better than "all things" and puts some guardrails up where currently NONE exist.
